He says that if you can get hold of something in an area, it's not "banned". Also, if government doesn't perform regular searches of your home to make sure that you're not in possession of it, and if you don't face stiff penalties if you're *caught* in possession of it, it's not "banned".</p><p>Well, it seems to me that if they could get away with going that far, they would. :(</p>
