# ISRAEL ATTACKS AND TENSIONS WITH TURKEY
Israeli troops in southern Syria were met with resistance when some armed individuals confronted their advances with light weapons. After a brief exchange of fire IDF soldiers withdrew from the area, hitting back with artillery shells and airstrikes leaving at least 9 dead. Several Israeli airstrikes hit locations in Damascus, Hama and Homs, where Turkey aimed to build a military air base. Israeli state sources said the attacks are a warning against Turkish expansion in Syria, referring to reported Turkish plans to take control of Tiyas airbase in Homs countryside with a view to deploy air defense batteries and drones. Turkish official channels strongly denounced the Israeli attacks, but also stated that Turkey has no intentions to escalate conflict and risk war with Israel. Thousands of Syrians from Daraa gathered at the funeral of those killed by Israeli airstrikes and elsewhere protests were held to denounce the Israeli aggression.

# AGREEMENT ON YPG AND YPJ WITHDRAWAL FROM ALEPPO
Following agreements between the provisional government and SDF, negotiations to normalize the situation in the Kurdish neighborhoods of Aleppo became the first visible step of the military reorganization of Northern Syria. A convoy of hundreds of fighters left the historic Kurdish neighborhoods of Şêx Meqsûd and Eşrefiyê, waving YPG and YPJ flags, escorted by forces of the Ministry of Defense. The convoy moved to Tabqa and other areas under control of SDF. The negotiations included exchange of prisoners, with around 100 prisoners from each side already transferred. Political agreements include certain autonomy of the local political institutions and organizations, as well as representation in the political organs of the region. Military forces connected with the Ministry of Defense will have presence in the area, but local Kurdish security forces (Asayish) will remain in the neighborhoods to ensure protection of the population, with agreements to integrate them in the security and police institutions of Aleppo in the future. Local structures will persist until a permanent solution is reached within the ongoing negotiations for all north-east Syria and freedom of movement in the city will be ensured for all residents. Observers suggest that the Aleppo Agreement could serve as a template for similar understandings in other contested regions of Syria, particularly where different military and political actors maintain overlapping spheres of control.

# ASSYRIAN NEW YEAR AND DECLARATIONS AGAINST THE NEW CONSTITUTION
The Assyrian new year - Akito - was celebrated all along northern Syria on the first of April, with Assyrians, Syriacs and Chaldeans gathering to dance and celebrate. The Assyrian community also made clear at those events that they are not sufficiently represented in the new Syrian state, with declarations and statements denouncing the lack of diversity and inclusivity in the new constitution. Major Assyrian cultural organizations believe minorities are under threat due to the salafist ideology underlying the new government.

CELEBRATIONS FOR ÖCALAN'S BIRTHDAY AND THE FOUNDATION OF YPJ
On April 4th many people celebrated the birthday of Abdullah Öcalan. In Rojava it is common to organize reforestation events, planting trees to restore forests and celebrate nature. This is also the day that YPJ was founded, marking 13 years of struggle in defense of the people of north-east Syria and against patriarchy. YPJ organized events highlighting the importance of women resistance and struggle and the value of Öcalan’s ideas in the revolution of north-east Syria. In Bakur, northern Kurdistan, people marched to Amara village, the birth place of Öcalan. On their arrival to Amara village they called for the Turkish state to act following the message of Öcalan and take steps towards democratization and engagement with the Kurdish political question.

# REHABILITATION WORKS IN TISHRIN DAM
Technical teams have begun maintenance and repair operations at Tishrin Dam, paving the way for the restoration of its services and electricity generation. The dam has been a strategic point in the clashes between SDF and SNA Turkish proxies, suffering critical damage from Turkish bombs and attacks against SDF. As the military conflict slows down and negotiations advance, the rehabilitation of such critical infrastructure is a major step that can help provide electricity to the Syrian people. Clashes between Turkish proxies and SDF are not totally halted, but such initiative may suggest that agreements can make way for restoring Syria energy capacity. This would not have been possible without the efforts and sacrifices of the many civilian convoys that kept vigil on Tishrin dam, preventing further damage to it by Turkish attacks. The vigil goes on after several months of uninterrupted presence, keeping watch on the dam and supporting the resistance of SDF against Turkish attacks.

# RENEWED CLASHES WITH TURKISH PROXIES
Turkish attacks against SDF continued. The intensity of Turksih attacks decreased since the beginning of March, as negotiations about a ceasefire took place and negotiations for the integration of SDF in the new Syrian army developed. Nevertheless, new attacks in the west bank of the Euphrates river from SNA Turkish proxies this last week, proved that the end of hostilities is not yet a reality. SDF also published footage of three new Turkish military bases being build in Manbij countryside, with videos of alleged Turkish military convoys that include armored vehicles and advanced military equipment such as radars, circulating at night in areas under control of Turkish proxy forces. Rumors about direct negotiations between AKP (Turkish ruling party) and SDF circulate on social networks together with speculations about steps for peace talks between Turkish state and PKK, but until now there are no official announcements in such direction.

# FORMATION OF THE 'SYRIAN EQUAL CITIZENSHIP ALLIANCE' or 'TAMASUK'
In reaction to the provisional constitution that the transitional government recently presented, an alliance of more than 30 diverse political parties and civil society organized groups was formed. The main aim of this alliance, including the Syrian Democratic Council (SDC) and other Kurdish, Christian, and Druze-affiliated groups, is to demand a new Syrian constitution that respects the diversity of Syria as well as promoting a decentralized and democratic Syrian State. The alliance founding statement present itself not as direct opposition to the government but working towards a unified Syria, willing to engage with all political forces, including the government of al-Sharaa.

# NEW APPOINTED FATWA SUPREME COUNCIL AND RENEWED TRANSITIONAL GOVERNMENT
On Friday March 28 al-Sharaa appointed 15 members to the newly formed supreme Fatwa council. The council will oversee religious rulings on critical issues and will be lead by Osama al-Rifai, who have close connections with Turkish president Erdogan and the Muslim Brotherhood. Al-Rifai was appointed as Grand Mufti of Syria in 2021 and have been a prominent Islamic scholar in the opposition to al-Assad regime. Several notable HTS-affiliated scholars, including Sheikh Abdul Rahim Atun, former HTS-backed Supreme Fatwa Council member Anas Ayrut, and new Minister of Justice Mazhar al Wais, also sit on the new council.
On Saturday March 29 al-Sharaa also announced the list of the ministers of the new transitional government. HTS loyalists and other men close to al-Sharaa keep their positions in key cabinets, with some new names of technocrats that join the government in less critical ministries. The government remains therefore arab, suni and HTS dominated, including some tokenized members from ethnic minority groups. The Syrian Democratic Council (SDC, political body aligned with the DAANES) made a statement denouncing this new government as a continuation of the exclusion politics of the Syrian State, declaring that the DAANES have no obligation to implement the decisions of such government and that it will continue working for a democratic Syria.

# FIRST KURDISH WOMEN'S CONFERENCE IN NORTH-EAST SYRIA
The inaugural Kurdish Women's Conference was held in North-East Syria on March 23rd, aimed at amplifying the voices of Kurdish women within the evolving Syrian society and fostering a path toward a unified, democratic future. Approximately 300 delegates are participating, including representatives from political parties, intellectuals, authors, artists, journalists, and women from diverse organizations and movements. The conference features representatives from the women's committees of the Democratic Autonomous Administration of North and East Syria (DAANES) as well as from Aleppo and Damascus. Among the topics was the importance of the continuation of YPJ and womens self-defense as well as rejecting the Damascus constitution. Suad Mistefa, mother of Martyr Hevrin Xelef, said that women cannot be deceived by this constitution and that the slogan “Jin, Jiyan, Azadi” will always win.

# INTERNATIONAL SEHIDS MEMORIAL
On March 24 a commemoration for international sehids took place in Qamsihlo, gathering dozens of internationals to remember the struggle of our internationalist fallen comrades. March 24 is the date that Elefteria Fortulakis, a woman from Greece, burned herself in 2006 to protest for the imprisonment of Abdullah Ocalan. It was the 5th year this commemoration took place in Rojava, with delegates from “families for peace” from Germany as well as other groups and organizations. The event also hosted the screening of the movie “Legerin – In search of Alina”, exploring the life of sehid Legerin, a doctor from Argentina who joined the guerilla in the Kurdish mountains and lost her life in a car accident in Rojava in 2018.

# EID CELEBRATIONS
At the end of March, closing the Ramadan, the celebrations of Eid become an important event in all Muslim world. In Syria Eid started on March 31st, and for 3 days families will be visiting relatives and friends, eating sweets and strengthening social bonds. Political organizations also celebrate eid visiting each other and building diplomatic relations. The new transitional government made a televised prayer all together from the presidential palace.

# (SOME THOUGHTS, NOT SO MUCH OF) ANALYSIS
The celebrations of eid are an important reminder of the value of social bonds in this society, with kurdish and arab mothers and grandmothers spreading sweets and candies among kids on the streets. Every receiving guests and going to visiting their relatives and neighbors for three days. It also comes with the arrival of the spring, as well as the recent celebrations of newroz dancing around the fire. It also come together with the celebrations of Akito, the Assyrian new year, making a very lively days and cheerful days. News of agreements and peace talks combine good with the atmosphere of this festivity, combining well with hopes of peaceful times and the end of bloodshed in Syria.

For us it’s also an important time to join the local rhythm of this society, to visit friends and neighbors and receive the guests that come to visit us, putting in practice the lessons of hospitality and cultural fluency we learned over the years living and taking part of this revolutionary society. And yes, it’s true that there is a religious component in these celebrations, as Christmas does in christian countries, but we also learned to not focus on that aspect and to value these days for the human and social aspect they bring. Social relations are the key to sustain the networks of mutual aid that are foundational in our anarchist values, and every opportunity to strengthen these bonds of friendship and solidarity should be cherished and celebrated.

# ANALYSIS

As the spring arrives, the celebrations of Newroz light the fire of resistance. This is a time of hope for the Kurdish people. The message of Abdullah Öcalan sparked expectations for a peace process and a possible road map for a democratization of Turkey. This also echoes in Syria, with renewed negotiations petween PYD and ENKS to make a joint Kurdish delegation to negotiate with Damascus. It seems that the years of denial of the Kurdish identiy, of assimilation and ocupation, may be reaching its end. The resistance of the Kurdish people against colonization, against the borders imposed by European colonizers in Middle East after the World war, against the assimilation and genocidal policies, seems to be growing ripe. But what does this mean at the end of the first quarter of the 21st century? The creation of a Kurdish state, dream of many Kurdish resistance movements from the last century, seems not possible in the current world order. In any case, the Abdullah Öcalan's proposal of Democratic Nation is also rejecting such path, deeply questioning the role of nation-states and their capacity to build a free life and a democratic society.

The negotiations with the provisional government of Damascus, when analyzed with an anarchist perspective, seem very discouraging. The new draft of the Syrian constitution is far away from the revolutionary dreams that brought us to Rojava. However, it is worth to not hurry with conclusions.
Many political organizations criticized the proposed constitutional draft, with strong opposition from the institutions of the DAANES as well as from the Druze community. The current political agreements and positions will influence all involved actors. From all years of civil war in Syria it can be expected that hegemonic state forces will use all opportunities to create more strife and chaos. It opens doors for them to step in, assert themselves as legitimate players and pursue their goals. The negotiations between SDF and the Provisional government can be considered with that reality in mind. Revolutionary Northeastern Syria asserts itself in all fields possible and shows itself as a legitimate and viable political actor. It takes the image of revolutionary system here far beyond the "allies who defeated ISIS", towards being seen as a model and a system to be implemented, or at least to be reckoned with. We also should distinguish political talks from ideological lines. ENKS-PYD agreement is a good example of that. This brings us to one of the lessons we as anarchists can find here. We observe that a revolutionary movement needs to have capacity of bringing various political actors to contribute to the liberatory changes. Skillful diplomacy of DAANES and SDF is a good example of this effort.

In the past we shared reflections on the challanges that HTS will face to assert itself as the new government of Syria. The recent wave of insurgency that shaked Latakia may be the extreme example of that. The occupations of Turkey in the north and Israel in the south, the unrest in Deir Ezzor, the claims for decentralization by the Druze community in the south and the Kurds in the north, are just examples of the challenges that the post-Assad Syria is facing. The DAANES is a proof of how a decentralized system in Syria is not only possible but necessary. Still, HTS will try to hold their grip on the newly captured central power in Damascus, navigating a dangerous balance of forces that can easily derail. If the diplomacy can't reach satisfactory solutions for all relevant actors, we know how easily (and how a fast) the tensions can escalate to new armed conflicts.

It is good to remember that the estimations of fighters of HTS before the offensive against the regime varied between 10.000 and 30.000 soldiers. At that time, the numbers of SNA were estimated between 30.000 and 80.000, while SDF is ranging between 100.000 and 120.000. In theory, all the main military forces in Syria agree that it is time for peace, to work together to rebuild Syria. To reach cohesive agreements means that all sides also need to make concessions. Assad is gone, and the future of Syria needs to be built on consensus and popular unity, including all the people in Syria and with the memory of all those who gave their life to make this day possible.

We also know that happy endings are just for movies. Life goes on and the struggle has to go on. We need to use the time we have to be ready for what will come tomorrow. We have a revolution to defend and we have a fight to win. We can't simply wait and expect that things will play out as we wish. We need to make sure that the achievments of the revolution and the lessons learned here help us in the next battles to come.

# NEWROZ PIROZ BE!

This week all Kurdistan went to the streets for Newroz, the new year celebrations for many peoples in West and Central Asia, Caucasus and Balkans. It has a very significant meaning of resistance for Kurdish people. Throughout northern Syria big celebrations were organized by the DAANES, with music, political speeches and other cultural events. Many political and social organizations made statements to celebrate Newroz and to celebrate the achievements of the Kurdish liberation movement, as well as the revolutionary steps taken this year, and the recent statement of Abdullah Öcalan invigorated the celebrations.

# NEXT STEPS ON THE AGREEMENTS SIGNED BY ABDI-SHARA'A

Following the agreements of cooperation signed by Mazlum Abdi and Ahmed al-Shara'a, the provisional goverment formed a committee to coordinate its implementation. Alongside discussions about the integration of SDF into the Ministry of defense and other topics related to security and military affairs, steps are also been taken in civilian affairs. UNICEF mediated a discussion between the DAANES and the Ministry of Education to develop a fair and accessible process for students across the region, mainly concerning Syrian universities and mechanisms for conducting secondary and preparatory certificate exams. Discussions about oil and gas fields and electricity plants are also taking place, with the Syrian Minister of Electricity Omar Shaqrouq giving at a press conference about energy infrastructure repairs in northeast Syria. Rumors and alleged conditions of SDF and the transitional government about the integration of SDF in the new Syrian army are spreading on some social networks, but as terms are being discussed no official announcements have been made this week.

# AGREEMENTS BETWEEN PYD AND ENKS

Representants of PYD (Partiya Yekitiya Democratic - Democratic Union Party, leading political party of DAANES) and ENKS (Kurdish national union party, a party in Rojava that is closely connected to KRG and Turkey) held a meeting in Qamishlo with mediation of Mazlum Abdi and American officials. After the meeting both sides communicated they reached agreements to end the disputes between both organizations and to build a common delegation to negotiate with the Damascus provisional government. Both parties also expressed their common disagreement with the provisional consitution that was recently proposed by the provisional government, calling for a decentralized and federal Syria. They also stated that they will meet again after the celebrations of Newroz to continue negotiations.

#COASTAL INSURGENCE

Incidents continue in the coastal areas of the Latakia province that saw the recent wave of insurgency. Revenge killings and kidnappings have continued over the past week, even as coordinated insurgent attacks and extrajudicial sectarian killings by interim government forces have decreased. Alawite media have widely reported on instances of violence committed against the Alawite community by Sunnis and government forces. Several thousands, mostly Alawites, left their homes seeking shelter from the attacks in Lebanon. Near 10.000 found temporary shelter in the Russian base at Hmeimim, but after the tensions lowered, Russian military personal urged them to leave the military base.

# CLASHES IN LEBANESE BORDER

After a confusing incident on the border between Syria and Lebanon where some Syrians were killed, clashes took place. Forces of HTS connected to the Syrian Ministry of Defense (MoD) launched a raid into Lebanese territory, taking control of one small border town. The Lebanese army engaged in clashes, allegedly against smugglers or tribal armed groups. HTS-linked media blame Hezbollah for the incidents, but Hezbollah denied involvment. Over the week, clashes continued on and off, with discussions ongoing between Lebanese goverment and Syrian provisional government to secure the border and stop the clashes. Allegedly, Hezbollah used the tensions and confusion to launch raids on Syrian territory.

# DEIR EZZOR INSURGENCY

Soldiers of the MoD launched several raids in the Deir Ezzor region, in areas under control of the provisional government. The raids followed a wave of insurgency and attacks against military points of the MoD, allegedly by smuggling networks and militias aligned with Hezbollah or with Iran. It seems there is no direct relation between the insurgency in Deir Ezzor and the insurgency in coastal areas, but in both cases Assad loyalist elements seem to be involved in one way or another.

# HALT ON TURKISH ATTACKS?

On Sunday 16th of March a Turkish drone attacked a family home in the Kobane countryside killing both parents and 7 children, with only two children surviving with serious injuries. Many protests denouncing the attack took place all across north-east Syria. Two days after the massacre, the attacks of SNA and the Turkish army slowed down to a point that in the last days, no new attacks are reported. This pause could be a temporary phenomenon, but it comes against the backdrop of the SDF-Syrian provisional government talks. Turkey and the SNA appeared to halt attacks on March 19, which was the same day that the Syrian interim government met with the SDF at al Shaddadi base in Hasakah Province to continue negotiations over the SDF’s integration into the Syrian army.

# ISRAEL ATTACKS

Israel continued its attacks on Syrian military positions, further advancing their occupation in southern Syria. Some airstrikes are claimed to be targeting military installations in southern Syria, which were allegedly being repurposed by military personal, and becoming a potential threat to Israel. Military occupation forces entered several new villages of the Quneitra region. Besides the expansion of the military occupation, they launched airstrikes next to the Lebanese border, allegedly targeting Hezbollah militias. The Israeli air force also bombed the Palmyra military airport in central Syria in several raids.

# Signature of an agreement SDF - Provisional Government

On Monday, March 10, SDF commander Mazloum Abdi and Syrian President Ahmad al-Shar’a sign an agreement formalizing what was already discussed and confirming cooperation towards a shared security framework. It ensures Kurdish political rights and paves the way for integration of major institutions. DAANES institutions back the agreement gladly, hoping that it will put an end to the different conflicts like the clashes erupted on the coast, will safeguard rights of Kurds, and will enable the return of IDPs and refugees to Afrin and other occupied territories. In the following days, the UN and relevant international state actors, such as Gulf states, European states, and US welcomed the SDF-Syrian government agreement.

# Aftermatch of Coastal insurgence

After few days of coordinated insurgent attacks on the coastal region of Latakia, the stronghold of Assad loyalists, forces of the Ministry of Defense (MoD) are, more or less,in control of the situation. Several insurgents had been killed or arrested in wide security operations, as well as several fighters linked to the MoD, mostly caught in ambushes by the insurgents. Many civilians, mostly Alawite population, have been killed or forced to flee looking for shelter in the Russian military base. Security operations continue, combing the insurgent areas. Insurgent attacks, even if not in the scale that they had been, also continue. Interim president al-Shara made declaration briefly acknowledged accusations of extrajudicial killings by HTS-led forces and promised that those who “exceeded the powers of the state” will be held accountable. Shara also appointed two Alawites and several competent, professional judges to a committee to investigate the crimes committed by government troops.

# Provisional Constitution of Syria

Interim Syrian President Ahmed al-Shara signed a provisional constitution on March 13, claiming to initiate a five-year transition period. The document is based on Islamic jurisprudence, remarking that the president of Syria must be Muslim. The constitution defends the freedoms of opinion, expression, information, publication and press, also defends religious freedom. The Constitutional Committee emphasized that the document ensures a separation of powers between the legislative, executive, and judicial branches. However, it ensures a lot of powers to the president, who will appoint a third of the "Peoples Assembly" and select a committee that will appoint the other two thirds. The president will also select the seven members of the Supreme Constitutional Court, also have right to declare state of emergency with the approval of the National Security Council, formed by the minsters of Defense, Interior, Intelligence and Foreign affairs. This grants al-Shara a massive influence over the formation and direction of the Syrian state. The SDC and other institutions of the DAANES, including the opposition party of ENKS, made declarations rejecting this constitution and denouncing how it perpetuates the presidential model of the Assad regime, not reflecting the plurality of Syria. Druze authorities also made declarations in the same direction.

# Turkey continue on the offensive

After the agreement between Mazlum Abdi and Ahmed al-Shara, there was a question of how much this implies the end of hostilities between SNA and SDF. But clearly nothing really changed on the ground. Turkey continued their attacks with planes and drones over the Eufrates region around Tishreen dam, were the civilian protests still ongoing. There have been renewed attacks with heavy weapons on differnet points of the M4 like Til Temir and Ain Issa frontlines. Turkish foreign minister made declarations declaring that will monitor closely the implementations of the agreements with SDF, calling to make no concessions for any attempt of self-administration.

# Continuing repatriations from Al-Hol camp to Iraq

After Iraq halted repatriations from Iraqi citizens in al-Hol camp for a short period, and following coordinated efforts between DANNES and the Iraqi state, more than 600 Iraqi former arrested had been allowed to return to Iraq. This also comes after The provisional government announced that they are ready to take control of the ISIS prisons currently under control of SDF.

# Points of agreement signed by SDF and the provisional government:

Political Participation – Full representation and rights for all Syrian communities, including Kurds, in state institutions based on merit rather than sectarian or ethnic background.
Kurdish Rights – Recognition of the Kurdish community as an integral part of Syria, ensuring constitutional rights and citizenship protections.
Security and Stability – A ceasefire across Syrian territories, aiming to reduce hostilities and facilitate political dialogue.
Institutional Integration – The merging of all civil and military institutions in northeast Syria into the national framework, including border crossings, airports, and energy resources.
Refugee Return – Guarantees for the safe return of displaced Syrians to their homes under government protection.
Sovereignty Protection – Joint efforts to counter external threats, including armed groups and foreign interventions that destabilize Syria.
Combating Extremism – Enhanced cooperation in counterterrorism efforts against ISIS and other extremist factions.
Ending Division and Sectarian Rhetoric – Rejecting hate speech and ensuring national reconciliation.

# Evaluation

The recent agreement between Mazlum Abdi and Ahmed al-Shara, happening at the same time than the massacres against Alawite population, leaves a bitter taste. The agreement brings nothing new, nothing more than what was already discussed. It is the formalization on paper to reach common agreements for Syria. It takes a step to make sure that no national-scale decisions and talks are made without people of northeastern Syria. Still, it is hard to see the future of the revolution through the large scale moves of state-level diplomacy.

At the same time, we need to ask ourselves: what would we like to see? What is the alternative? What could be done in this situation? Is there any better way to proceed, something that aligns better with anarchists values and respects the will and the needs of the people of north-east Syria? Honestly, these are very difficult questions.

We need to reflect what all this means. What it means for the people here, wearied by war, with the Turkish threats of a full scale invasion still looming? What it means for the revolution, with the collapse of the Assad regime but with a new authotitarian goverment rising over the same structures of nation-state? And also what it means for us, revolutionary anarchists who committed to support and defend this revolution?

In comparison with everything around it and beyond, NE Syria is clearly the most exciting political proposal in the region. Can it survive the war, the lack of resources, the attacks from all sides, the cooptation Can it avoid collapse and annihilation? Can people defend what they fought and died for, and live their lives in dignity? Time is desperately needed to ensure positive answers to these questions. And the moves we see in past weeks do buy the revolution some time. What we are trying to do here defies th logic of capitalist modernity, and this is not an easy thing to do. And as every revolution, whatever happens will bring lessons for the next ones to come.

Nuestra América and the Black Radical Peace Tradition

The Revolutionary Foundations of Our Americas

On April 8, 1804, a few months after leading Ayiti (Haiti) to independence after a bloody 13- year revolutionary war against European enslavers and colonists, the new nation’s leader, Jean-Jacques Dessalines, articulated the most radical vision of freedom in history. In the proclamation, ‘Liberty or Death,’ Dessalines pronounced “I have avenged America,” decrying the barbarity and violence of racist Europeans. At the same time, he delineated a vision of a new Ayiti, and the world, based on sovereignty, dignity, and respect.

On January 1,1891, 87 years after Dessalines’s proclamation of an independent Haiti, and exactly 62 years before the triumph of the Cuban Revolution, José Martí published his famous work : Nuestra América or “Our America.” In this, Martí called for Latin America to unite against ongoing colonialism and in protest of U.S. domination through the Monroe Doctrine .

On December 10, 1963 in Detroit, Michigan, Malcolm X delivered his “Message to the Grassroots” speech where he criticized the Civil Rights Movement’s appeals to U.S. white supremacist foundations, individualism over grassroots organizing, and the failures of Black/African peoples in the U.S. to unite with the anti-colonial movements of the Global South. Significantly, Malcolm demanded more than “civil rights” for Black/African peoples in the U.S.; he called for true and complete human rights that would be the basis for the liberation of all African peoples globally. In this sense, Malcolm also urged us to reject the idea that the political identity of Black/African people is tethered to the U.S. settler project, proclaiming “[we are]… not ‘Americans’. We are victims of Americanism.”

All three of these visionaries died waging the struggle for liberation in the Americas. Dessalines was betrayed and assassinated two years into Haiti’s independence, a victim of the unresolved contradictory ideologies that fractured the nascent nation with tragic consequences. Martí, the writer and organizer, would die in battle in the struggle for Cuban independence. While Cuba would win flag independence in 1902, it would not escape the direct neocolonial chokehold of the U.S. and its corporate vultures until the revolution of 1959. Malcolm was slain by reactionaries and counterintelligence operatives in 1965, crippling the movement for Black/African liberation within the U.S.

In the ensuing years, and despite continuing resistance through individual and mass struggles, the promise of liberation has yet to be realized. Moreover, Malcolm would likely be disappointed with our failures, especially in the U.S., to carry on the vision of a Black/African struggle that is anti-colonial, Black nationalist, and internationalist.

Yet Malcolm’s words on that cold December day in Detroit still ring true. Like Martí, who called for Latin American unity, Malcolm argued for unity against a common enemy, calling for a revolutionary anti-colonial struggle of all African and colonized and oppressed peoples against white supremacy and imperialism:[1]

We have this in common: We have a common oppressor, a common exploiter, and a common discriminator. But once we all realize that we have this common enemy, then we unite on the basis of what we have in common. And what we have foremost in common is that enemy — the white man. He’s an enemy to all of us…In Bandung back in, I think, 1954, was the first unity meeting in centuries of Black people. And once you study what happened at the Bandung conference, and the results of the Bandung conference, it actually serves as a model for the same procedure you and I can use to get our problems solved…These people who came together didn’t have nuclear weapons; they didn’t have jet planes; they didn’t have all of the heavy armaments that the white man has. But they had unity….They began to recognize who their enemy was. The same man that was colonizing our people in Kenya was colonizing our people in the Congo. The same one in the Congo was colonizing our people in South Africa, and in Southern Rhodesia, and in Burma, and in India, and in Afghanistan, and in Pakistan. They realized all over the world where the dark man was being oppressed, he was being oppressed by the white man; where the dark man was being exploited, he was being exploited by the white man. So they got together under this basis — that they had a common enemy.

It is this perspective that would, towards the end of his life, push Malcolm to form the Organization for Afro-American Unity, a Pan-Africanist revolutionary project.

Malcolm’s understanding of militant grassroots struggle, self-defense, and uncompromising principles are key to the Black Radical Peace Tradition that underlies the work of the Black Alliance for Peace (BAP). While we take inspiration from the struggle of these heroic ancestors, we know that this struggle is far deeper and broader than the actions of individual men. This work is fundamentally about building collective power to oppose and defeat the militarization, repression, destabilization, subversion, and permanent war against our peoples. As our ancestor, and former Black Panther and political prisoner Safiya Bukhari reminds us , in order to engage in the battle against imperialism and build a new society, we must also revolutionize our collective practices and consciousness through our political programs.

In building collective power, we see it as critical to link the unifying compass of Martí’s “Nuestra América” with the militant struggle of the Black Radical Peace Tradition, and the fire of Dessalines call to avenge the Americas. “Nuestra América” is the call of revolutionary forces in the Americas to rally all the historically oppressed peoples of the region against colonialism and imperialism by claiming one contiguous land mass stretching from Canada to Chile. In understanding the political, social, and economic position of working class Black/African peoples in the United States as united with the working peoples of the Caribbean and Latin America, we take inspiration from “Nuestra América” and push for the liberation of “Our Americas”.

Our first step is to recognize that working class Black/African and Brown peoples of Latin America, the Caribbean, and within the U.S. have a common enemy that seeks to exploit and dominate the region. Our joint struggle is to defeat this enemy by attacking its various forms of domination – (neo)colonialism, patriarchy, capitalism, and imperialism. The second step is to organize ourselves to build meaningful alternatives to this domination that are based on popular sovereignty, collective self-determination, and human dignity. Both steps require an Americas-wide consciousness toward collective, grassroots, anti-imperialist struggle.

De facto Colonialism in the Americas

In the first month of Donald Trump’s second term as President of the United States, he and Secretary of State Marco Rubio proclaimed that U.S. will recapture the Panama Canal and annex Greenland and Canada; publicly threatened Mexico, Colombia, and Canada with tariffs; and all but declared war on Cuba, Venezuela, and Nicaragua – calling them “enemies of humanity” for refusing to capitulate to U.S. interests. Rubio also visited Panama, El Salvador, Guatemala, Costa Rica, and the Dominican Republic on a tour aimed to strong-arm these nations into strengthening ties with U.S. corporate and military interests and severing developmental agreements with China.

But the brute tactics of the Trump regime, in trying to ensure U.S. “Full Spectrum Dominance” in the region, are not exceptional. “Full Spectrum Dominance” is the bipartisan doctrine articulated clearly in the Pentagon’s “Joint Vision 2020” paper that commits the U.S. to exercising military, political, and economic control across the globe to protect imperialist investments and interests – a stance that requires aggressively countering any threats, real or imagined, to its dominance. Trump’s regime, therefore, is building on the foundation laid by the U.S. duopoly’s economic and political agendas of exploitation and domination.

It was not Donald Trump who initiated the current U.S.-led occupation and anti-democratic transition process in Haiti, or who recognized (for a second time) a sham President of Venezuela , or who provided U.S. military support to the right-wing narco-capitalist government of Daniel Noboa in Ecuador. These violations of national sovereignty in our region, and more, occurred through the Biden White House and Blinken State Department. Just as it was also not the Trump regime that oversaw the repression of the Stop Cop City movement and the Student Intifada in response to the U.S.-Israeli genocide on Gaza. Again, this was the Biden-Harris regime and the mayors of the U.S.’s largest cities, almost all of whom are Democrats. Even Trump’s decision to send deported immigrants to Guantanamo Bay, a military base which the U.S. has occupied in Cuba since 1903, is just making good on a thr eat that Biden issued in 2024 . And Biden’s declaration was simply a revival of Bush Sr. and Clinton’s use of Guantanamo to hold captive Haitian migrants.

Nevertheless, the current actions of the Trump regime have a different character. The U.S. has reverted to its brazen call for colonialist expansion, including full military control of the hemisphere, aggressive economic coercion, and divide-and-rule tactics – all wrapped up in vulgar white supremacist nationalism. The U.S./EU/NATO Axis of Domination is now more open and defiant!

The tools of this Axis of Domination are clear: military domination through the U.S. Southern Command (Southcom); economic warfare through sanctions, tariffs and other unilateral coercive measures; continuation of corporate extractivism over national development; and usurpation of state sovereignty through policies as the Global Fragility Act. And, of course, U.S. imperialism also depends on a captured class of neocolonial compradors (e.g., William Ruto in Kenya, Luis Abinader in the DR, Daniel Noboa in Ecuador, and Nayib Bukele in El Salvador) who work to uphold its Full Spectrum Dominance. Indeed, the Americas region remains under de facto colonial rule. And, despite years of anti-colonial resistance throughout the hemisphere, the current bold articulation of U.S. power seems calibrated to accelerate this full spectrum dominance while simultaneously attempting to paralyze and demobilize legitimate united resistance.

Black Struggle in the Heart of Empire

We understand that Black/African communities in the U.S. hold a unique position in the heart of empire. With a long and relentless history defined by enslavement, economic exploitation and underdevelopment, political subjugation, environmental degradation, and state violence, these communities suffer the brunt of domestic white supremacist domination. Black/African organizers and scholars have described the Black/African condition in the U.S. as akin to a colonial relationship. Robert Allen, for example, understood the colonial relationship in these terms: “[the] direct and over-all subordination of one people, nation, or country to another with state power in the hands of the dominant power.” In this case, white supremacist, capitalist power with direct control over Black/African peoples and communities. Economist William Tabb agreed with this and outlined the conditions faced by Black/African people in urban ghettos in the 1970s: a lack of labor freedom, suppressed wages, disposability and vulnerability of labor, and dependency on external aid (welfare) and political power (patronage) at the price of comprising collective needs.

This analysis of the internal colonization of Black/African people comes from a long and rich tradition of struggle and scholarship, outlined comprehensively by many including Harry Haywood and later Claudia Jones , Kwame Ture , and Robert Allen , as well as organizations as diverse as the Communist Party USA, the Student Nonviolent Coordinating Committee, the Black Panther Party, the Republic of New Africa, and the League of Revolutionary Black Workers. As scholar Charisse Burden Stelly details in Black Scare/Red Scare, Haywood and other Black communist organizers conceptualized the Black Belt Nation Thesis in the 1920-40s, understanding Black peoples predominantly residing in  the U.S. South (the “Black Belt”) as an internal colony with the right to national self-determination. After the second imperialist world war, Jones laid out the distinctions between Black populations in both the North and South, while furthering the analysis that all Black people represented a nation within the borders of the U.S. – a community of people with common language, economic life, and culture – all under assault by the racist U.S. state.

While the “internal colony” model is an important way to understand the position of Black/African communities in this white supremacist country, we must also acknowledge how class dynamics of the U.S. Black/African communities have continued to shift over years. Bruce Dixon, for example, asked us to come to terms with the reality that, “Today there are thousands of actual black people in the actual US ruling class…There are black lobbyists and corporate functionaries…the two dozen or so black admirals and generals…There are black media figures…and black near billionaires success stories are built on low wage viciously exploited black labor…”. We agree with Dixon in recognizing the Black compradors aiding and abetting U.S. white supremacist domination. Nevertheless, we think it imperative to assert that the majority of our Black/African communities are poor and working class, and bear the brunt of the domestic side of U.S. imperialist terror.

In 1969, Robert Allen predicted that, after the Black revolts of the late 1960s, a “neocolonial re-direction” would occur that would continue to subjugate the majority of Black people in the U.S. This re-direction would replace direct white rule and power over the internal colony with Black comprador intermediaries (e.g., national politicians, mayors, corporate executives and managers) who would be more palatable to the people they dominated. This follows the analyses of Kwame Nkrumah , Amilcar Cabral , Stephanie Urdang , and others on neocolonialism on the African continent. Allen argued that regardless of colonial or neocolonial rule, only a true and comprehensive anti-colonial struggle could lead to liberation for Black people in the U.S. This would require an economic program on a national level and the proliferation of international solidarity with ‘Third World’ peoples to defeat imperialism. For Allen, like for Malcolm, this would be a Black struggle that is anti-colonial and internationalist[2]:

[T]his struggle would aid materially in breaking black dependency on white society…The establishment of close working relationships with revolutionary forces around the world would be of great importance. The experiences of Third World revolutionaries in combating American imperialism could be quite useful to black liberation fighters. For the moment, mutual support between Afro-American and Third World revolutionaries is more verbal than tangible, but the time could come when this citation is reversed, and black people are well advised to begin now to work toward this kind of revolutionary, international solidarity.

In this sense, we link the struggles of the Black/African poor and working masses both to other marginalized communities in the U.S., and to all colonized and marginalized peoples’ globally.

This means the need to join the other liberation struggles of the colonized in the U.S., including Native peoples and lands, as well as the people of Puerto Rico, Guam, and the U.S. Virgin Islands. The framework of internal colonialism helps us see that the Black/African liberation struggle is not simply against racism or a pursuit of state-sanctioned civil “rights.” Instead, together with the global majority, we are engaged in a struggle for self-determination and sovereignty against a common enemy. We have a common struggle of liberation against empire.

For BAP, like for Malcolm, ours is a struggle for liberation, comprehensive human rights, and dignity – or what we call People(s)-Centered Human Rights [3]. This is, for us, an anti-colonial struggle, and a movement of solidarity, and collective resistance.

Where do we go from here?

In outlining necessary actions for Black radicals in 1969, Robert Allen asserted that “the continuing main task for the black radical is to construct an interlocked analysis, program, and strategy which offers black people a realistic hope of achieving liberation.” Any road to liberation requires challenging, disrupting, and defeating imperialism, domestically and globally. In terms of building a program to support radical and revolutionary struggle in “Our Americas”, we learn from freedom fighter Assata Shakur and the BLA who knew that any revolutionary struggle in the U.S. must engage in meaningful material solidarity with the struggles of the peoples and nations of the Global South.

In this moment, we aim to help advance this solidarity and struggle through the development of the U.S./NATO Out of Our Americas Network – a mass-based, people(s)-centered, anti-imperialist structure to support the development of an Americas-wide consciousness, facilitate coordination of our unified struggles and build from the grassroots a ‘Zone of Peace ’ in Our Americas. Along with BAP’s recently inaugurated North-South Project for People(s)-Centered Human Rights , the Network and the broader Zone of Peace campaign are efforts that consciously joins the Black/African liberation movements with the struggle for true popular sovereignty, self-determination, and decolonization in the Americas and globally.

This Network is a component of the collective Campaign for a Zone of Peace in Our Americas , which calls for an activation and coordination of grassroots movements and organizations to expel from our region the structures of U.S.-led imperialism that generate war and state violence—colonialism, patriarchy, capitalism. This campaign’s vision of “Peace” follows BAP’s principle of the Black Radical Peace Tradition :

Peace is not the absence of conflict, but rather the achievement by popular struggle and self-defense of a world liberated from the interlocking issues of global conflict, nuclear armament and proliferation, unjust war, and subversion through the defeat of global systems of oppression that include colonialism, imperialism, patriarchy, and white supremacy.

Achieving a lasting, durable peace in Our Americas requires deepening our coordination, internationalizing our grassroots struggles, resourcing our efforts toward effective solidarity, and growing our capacities for resistance.

We know that advancing the revolutionary consciousness of the people of Our Americas is a necessary foundation for the grassroots struggle for our sovereignty, self-determination, and dignity. We know that struggling in Nuestra América through the Black Radical Peace Tradition necessitates centering the ongoing resistance of the people of Haiti, defeating the neocolonialism that has co-opted unity and integration in the Caribbean, and supporting those nations fighting to assert their sovereignty and determine their destinies, particularly Cuba, Venezuela, and Nicaragua. We know that we can establish the collective power to oppose the U.S./EU/NATO Axis of Domination.

For our own survival, and the survival of the oppressed masses of the world, we must avenge Our Americas. The time is now.

# Evaluation

First of all, we want to share a self-criticism for not sharing our weekly update last week. We included some relevant events from past week in the present update. A combination of technical difficulties, shortcomings in coordination and other relevant works prevented us from curating a coherent update to share last week. We consider this task an important work to do. We value the trust you give us by following our channels, and we want to keep up with the commitments we agreed. Nevertheless, we are not professional journalists or analysts, and have limited capacities and resources. We are revolutionary anarchist militants keeping up with the duties we committed to: support, defend and expand the revolutionary developments achieved in northeastern Syria.

About the situation on the ground, as the recent escalation in Latakia region unfolds, the military forces of the transitional government are reacting as everyone expected them to do. The Salafist elements of HTS together with other Islamist militias of SNA are massacring Alawite people and inciting ethnic hate and revenge. Al-Sharaa's measured declarations to simulate control of the situation are just a performance. Nevertheless, his recent statements about conspiracies and plans to sow discord and instability in Syria, may have some foundations besides just diverting public attention. Russian elements have been negotiating with the transitional government, but they probably kept connections with what remains of the military of the ousted regime. The scale and coordination of the attacks may suggest some external support for the insurgents. The fast reaction of Russian army providing aid and humanitarian support to displaced Alawites is an indicator that they have clear interest to keep presence in the region, working to gain support from the local population. How much are they offering a solution to the problem they themselves created is a matter of speculation for now.

In any case, this escalation of tensions can lead to clashes even in other regions. Different forces in opposition the new government might find an opportunity to challenge their rule, pushing back to gain better positions in these moments of chaos. Also other Islamist groups may use this situation to incite hate and push for further escalation to advance their agendas. As we write these lines, we are following reports on attacks being repelled by security forces in Sheikh Maqsoud, the Kurdish neighborhood in the city of Aleppo.

In the geopolitical board, the "power vacuum" of Syria is clearly unleashing waves that will influence the region for decades to come. Turkey in the north and Israel in the south are trying to use this situation to expand their influence, entering in a race for hegemony in Middle east that is now being played in Syria. This creates and interesting contradiction for US, since Turkey being a NATO member will oblige them to defend Turkish forces in case of conflict with Israel. But we all know that in such a conflict US will align with Israel and not with Turkey, questioning the value of the whole NATO alliance. Such a situation still far away from taking place, but it is probably what Russia would like to see, and their presence in Syria is not over yet. How all those things will play out, especially now with a narcissitic clown in the White house, is still unknown.

But going back to the ground level, while those terrible massacres are happening on the Syrian coast and another escalation of Syrian civil war is looming over us, the celebrations of 8 of March brought the women of northeastern Syria out to the streets from Heseke to Raqqa, From Qamishlo to Deir Ezzor. Women's Protection Units (YPJ) held a military ceremony and reaffirmed its resolve to build democratic Syria with the commitment to the principle of "Woman, Life, Freedom". Women, the leading force behind revolution of northeastern Syria, are and will be in the forefront of unfolding events in Syria and elsewhere - including the resistance of Tishreen dam which, as we speak, holds strong and doesn't let Turkish army and their proxies pass to the other shore of the Euphrates.

# Uprisings in coastal areas

In the last days, a new wave of insurgent attacks against the military forces of HTS spread around Latakia, near the strongholds of the ousted Assad regime. The situation spiraled out of control, with protests and massacres taking place. The new Syrian army is undertaking the biggest security operation of their short history, with newly created units deployed to secure the area. Insurgent cells set up ambushes and small attacks on several checkpoints, and Alawites are organizing protests to denounce the brutalities they suffer. The Syrian Observatory for Human Rights is reporting over a 1000 killed in the ongoing clashes. Some Islamist groups linked to the SNA, not yet integrated in the new Syrian Army, are also deploying in the region. Videos of massacres against Alawite population are spreading in social media while many actors, from the DAANES to the UN, call for an end of hostilities. The transitional government forces are now in control of the main populated regions of Latakia, but in rural areas insurgency attacks and security operations continue. Senior officers of the ousted regime are being captured, others are leading insurgent groups and calling for negotiations with the government. The group called "Syrian popular resistance" claimed some of the attacks against government forces, but even if several attacks are coordinated at the same time it seems unlikely that there is any unified insurgent organization. Transitional government forces also deployed alongside Lebanon border to prevent Hezbollah to support the insurgency, despite Hezbollah stating they have nothing to do with it. A brutal response from security forces, targeting not just the insurgent groups but the Alawite population in general, will probably spark more resentment fueling further escalation.

# No government transition after the "National dialog conference"

On February 24th a 2-day conference was held in the presidential palace of Damascus, with more than 500 people invited to attend. Nevertheless, the invitations were sent less than 48 before the event, making any meaningful participation quite difficult. The invited delegates were mostly figures close to HTS and there was an absence of representation from women, minorities and other political forces. At the end of the conference a final statement was shared, echoing the already announced goals of the transitional government. The conference became a process to legitimize a constitutional committee that will write a provisional constitution for Syria that will need to be approved by the provisional president of Syria Ahmed al-Sharaa. An interim legislative council will assume temporary legislative duties until elections will be held for a permanent legislature. Al-Sharaa implied that the interim government would be responsible to appoint the members of these two bodies.

# Alternative national dialogue conference in Raqqa

Political entities of Northeast Syria not invited to the "National dialog conference", organized an alternative conference in Raqqa. More than 300 representatives of ethnic minorities and political forces not invited to the conference in Damascus joined this alternative conference, calling for a decentralized and democratic Syria. The conference's final statement calls to apply the system of democratic autonomy of northeastern Syria as a model to build a pluralistic and democratic country.

# Statement of Öcalan

At the end of February the delegation that visited Abdullah Ocalan shared a statement calling for a peace process in Turkey. The statement called the PKK to lay down weapons and organize a congress to dissolve the Party. The next day PKK central committee shared a statement welcoming the call of Ocalan and declaring a unilateral ceasefire, urging the Turkish state to initiate a process of democratization needed for peace negotiations to happen. They also called for the liberation of Ocalan, pointing out that only he can lead a congress where PKK can take such important decisions as laying down weapons and dissolving itself, putting the ball in Turkey's court. The AKP government announced that it will not negotiate with PKK.

# Reaction of SDF and PYD to Öcalan's announcement

Mazlum Abdi welcomed the message of Abdullah Ocalan and stated that the call for PKK to disarm doesn't apply to SDF, and that it will continue its work to defend the people of northeastern Syria against the military threats of Turkish forces. The spokesperson of PYD announced that “if the reasons for carrying weapons disappear, we will lay them down,” implying that the SDF will not disarm until Turkey and the Turkish-backed Syrian National Army (SNA) cease attacks on the SDF in northeastern Syria.

# Southern Syria and the Druze question

The situation in southern Syria was going on a path to normalization with the transitional government forces. "Men of dignity", the main Druze armed faction, together with other smaller groups, reached an agreement to establish Suwaydawi-led security forces under interim Syrian government control in Suwayda Province. The Druze militias and interim government agreed that local leaders and residents from Suwayda would comprise the province’s security units, although it is unclear if Suwaydawis will have a majority presence in the units or if the units will only be comprised of Suwaydawis. With this agreement HTS forces were allowed to deploy in the region that before they were not allowed to access. This came with the ongoing escalation of Israel aggression in the region, that has been using the protection of the Druze community as an excuse to legitimize their deployment and extension of the "security zone", building new military bases beyond their already occupied areas. IDF also conducted new ground operations to destroy military targets in further regions of southern Syria.

# Ongoing clashes in Euphrates region

Heavy clashes continue to take place in the western shore of the Eufrates river around Tishreen Dam and Qereqozah bridge. Turkish planes and drones had been targeting SDF positions together with continued attacks of heavy weapons, as new waves of Turkish proxies launched offensives against SDF positions. The civilian vigil that started on January 8th continues, with new convoys arriving every few days. HTS forces recently deployed forces in Jarablus, near the Euphrates river and next to the Turkish border, in convoys that arrived from Turkish territory into the border city.

# Preparations for the "national dialog conference"

The HTS aligned preparatory committee for the "national dialog conference" have been holding meetings in Damascus with delegates from different provinces of Syria. Anti-Kurdish statements had been made by the president of the committee, that made clear that neither SDF nor PYD will be invited to the "national dialog conference". The participation to those meetings has been therefore controlled by that committee, that made public statements after the meetings concerning the provinces of Raqqa, Hasakah and Deir Ezzor calling for the dissolution of SDF. A video was shared on social media allegedly showing an SDF/DAANES delegate being expelled from one of these sessions. ENKS, political rival of PYD and in opposition to SDF, also criticized the decisions of holding those meetings outside SDF controlled territories and with very limited scope of participation.

# Efforts to return Iraqi nationals from al-Hol camp

A new group of Iraqis sheltered in Hol Camp, hosting families captured in the campaign against the caliphate of ISIS, returned to their country. This process is part of the joint work by the Autonomous Administration and the Iraqi Parliament's Committee on Migration, Displacement and Community Reconciliation. The new group, which is the fifth to leave the camp since the beginning of 2025, consists of 618 people (167 families). The Iraqi administration will reportedly resettle these migrants, who have returned voluntarily, to Jeda Camp in Nineveh. Since 2022, 22 Iraqi groups have left Hol Camp and returned to their country.

# On economy and HTS unfulfilled promises

At a time when Syria’s economy is struggling with inflation, currency devaluation, and rising unemployment, a recent report issued by the Syrian Central Bank on the country’s general inflation rate of 2024 is questioned by several economists, dismissing the Central Bank’s numbers as inaccurate and unreliable.
The head of the Chamber of Industry in Damascus also criticized the Syrian provisional government for their unfulfilled promises to support the industrial sector and incentivize economy. After the fall of the Assad regime, 100,000 Syrians returned from the bordering countries. In a context where it is already hard to maintain the jobs of industrial workers, the lack of measures to answer the need of the newcomers will deepen the humanitarian and economical crisis already ongoing in Syria. On the other side, the announcement of the EU to lift the sanctions on energy, transport and banking on Monday 24th of February can bring important economical changes.

# Trade unions against Syrian government's decisions

The Syrian provisional government fired 400,000 workers connected to services and administration of the Syrian State. This was presented as part of a "government restructuring plan", at a time when Syria’s economy is struggling with inflation, currency devaluation, and rising unemployment. Damascus workers’ unions organized demonstrations to protest the decision, calling for a suspension of the dismissals and the creation of independent review committees to reassess the process.

# Tribal clashes growing in Deir Ezzor

Inhabitants of Deir ez zor are witnessing a surge in deadly clan clashes, increasing local insecurity and heightening residents’ fears, that already left nearly 20 dead and more than 100 injured by gunshots. Most of the victims are civilians uninvolved in the clashes. Community development initiatives promoting dialogue and reconciliation among tribes are unsuccessful, partly due to the fear of repression and increase of violence. Some civilians of the region recently called for “support from local and international organizations to motivate residents to work together”.

# HTS and the of Southern Operation Room

Banyan Hariri, commander of the Southern Operations Room and member of HTS since 2018, has been promoted to colonel and assigned as commander of the military forces in the region of Hawran. His forces from the Southern Operations Room are being merged an integrated under the Defense Ministry together with soldiers of the SAA who fought on the ranks the dissolved Assad regime. The region of Hawran include Daraa and Suweyda, neighboring with the occupied Golan heights and the newly expanded "security zone" of Israel. This process is also happening together with increased security operations of the provisional government against old regime loyalists and drug dealers.

# New military council in Suweyda

In Suweyda, the police command has been reactivated in coordination with the provisional government, and a similar process to resettle soldiers of the SAA started. After meeting with delegates from the provisional government, Druze leader Sheikh Hikmat al-Hajri declared that men from Suweyda joining the army will serve in their regions, and that those who don't want to join military service will continue their civilian lives. Allegedly, on February 22nd, a statement of a new military council of Suweyda was shared on social media, rejecting the integration of their forces in the ministry of defense of the HTS provisional government. We are not sure yet what this implies.

# Israel not-anymore-temporal security zone

Israel defense minister declared that two military posts on mount Hermon and 7 more in the newly occupied "extended buffer zone" will be permanent. Netanyahu called for a demilitarization of the southern Syria and Israel intentions to not allow military forces of HTS provisional government deploy on the areas south of Damascus. Netanyahu expressed concerns about the safety of the Druze community, stating that they won't tolerate threats against them.

# MANBIJ CAR BOMB AND KOBANE WITHOUT WATER
Another car bomb detonated in Manbij killing 21 people, mostly women. SNA blames SDF, but SDF denies it and attributes it to SNA factions. SDF condemned the attack and called for an investigation, offering support to find the perpetrators.
Heavy clashes between SNA and SDF continued, with constant bombings of turkish air force on positions near Tishreen dam and Qereqozah bridge.
Turkish attacks rendered the main water station of Kobane out of order, leaving more than 200,000 people without drinking water. DAANES calls for international human rights organizations to condemn the attacks, calling it a war crime.

# US MAKING PLANS FOR WITHDRAWAL
With President Trump in office, the Department of Defense (DOD) is drafting plans for a possible withdrawal of all 2000 US troops on Syrian ground. Several proposals are being drafted, considering different time schemes of 20, 60, and 90 days. Pentagon officials stated that for now there is no order to evacuate, but that their work is to have plans for any possible situation.

# SYRIAN-TURKISH 'DEEP STRATEGIC PARTNERSHIP'
Following a visit of Al-Sharaa in Ankara, both presidents vowed to establish a close partnership. Al-Sharaa emphasized pressure of Israeli withdrawal, Erdogan cooperation on combating terrorism and pushing back on PKK in Syria. Announcements of a formal defense pact are not officially made yet, but there are clear indicators of Turkey willing to make us of air bases in Syria, as well as offering military support to rebuild a new Syrian army. This will include retaining influence on SNA forces that are expected to joint the new Syrian army.

# NEW DEPLOYMENTS OF HTS IN SNA AREAS
The military operations command, linked to the transitional government of HTS, increased it's deployment of forces in SNA controlled areas. This followed the announcement of SNA joining the new Syrian army, as well as the promotion of several commanders of SNA to high ranks. Among those promoted there is Abu Amsha, leader of the joint forces (hamza and Suleiman Shah brigades), who was behind the assassination of the kurdish polititian Hevrin Xalef in 2019.

# NEW AIR RAIDS OF ISRAEL AND UN ASSESSMENT
UN delegation arrived to Quneitra region to asses the situation after Israel forces organized a partial withrawal from the region. Israel air forces also re-started bombing campaigns, targeting different locations around Damascus, declaring that those are attacks directed to Hamas and weapons that Hamas may use against Israel.

# COMMON DELEGATION PYD-ENKS
ENKS, political organization connected to KDP in Rojava, announced their intentions to have a common delegation with PYD to Damascus, with the objective to negotiate the political status of the kurdish regions of northern Syria. ENKS stated that rejects any proposals of autonomy for north-east Syria and calls for a federal model.

# NEGOTIATIONS AND NEW POLITICAL COUNCIL IN SUWAYDA
Political, military and religious entities created a new council together, pledging to “fill the political void, unify perspectives, and mobilize efforts in line with the evolving needs of Syrians in the upcoming phase.” The transitional government sent a delegation and held meetings with druze authorities, negotiating the process of integration of druze armed forces in the new Syrian army, allegedly in exchange of some political benefits, but seems no definite agreement has been reached yet.

# EXPECTATION FOR THE MESSAGE FROM ÖCALAN
According to DEM-Party, Öcalan prepares historic call for the February 15th, the day that will make 26 years of his imprisonment.

# PEOPLE'S TRIBUNAL ON ROJAVA VS. TURKEY
At the Free University of Brussels, jurists, human rights activists, affected people and witnesses take part in the 2-day event to investigate and publicize the human right violations in NES. Turkey declined the invitation.

# ANALYSIS

Now it's two months since Bashar al-Assad left Syria, marking the collapse of the regime and the beginning of a new phase for Syria. Since then, HTS had been gradually taking more and more control of the state apparatus, culminating with the self-proclamation of al-Sharaa as president of Syria. The provisional government, originally announced for three months, legitimized it's authority with a staged "victory congress" where only military commanders could assist, announcing now a period of 4 or 5 years before any elections can take place in Syria. Western support for the new regime kept the press away from calling it a military coup, but it is clearly what happened. This new administration counts with full support of the Turkish state, undermining any constructive agreement with the DAANES to joint efforts and build a democratic Syria.

Negotiations between the new administration in Damascus and the SDF continue, but it is clear that any agreement is out of reach, specially after SNA forces (turkish proxies) are being promoted inside the ranks of the new Syrian army. With Trump on the white house and his calls for US forces to withdraw, the future of the autonomous administration is very uncertain. Other minorities in Syria are slowly being bent under the authority of the new centralized rule, as international states support and assist the new government to establish its power. Any dreams of democratization and revolutionary steps for Syria fade away, as the new administration gets integrated into the ranks of capitalist nation-states.

The imperialist influence that Russia and Iran had over the Assad regime are being exchanged for the imperialist influence of Turkish neo-otoman dreams, with support of Turkish NATO partners of western countries. The islamic fundamentalist politics of the self-proclaimed president of Syria are now kept hidden, waiting to consolidate their power grip before to start any moves that could scare their newly acquired western partners. The promises of protection for ethnic minorities and women rights probably will last until economical sanctions are lifted, but after that nothing will remain between the new centralized state and any resistance against their authoritarian measures.

The revolution of northern Syria is funneled into a very difficult position, forced to accept the integration into a new Syrian state under the rule of an islamist force, or the annihilation under the bombs of the Turkish army. But after more than a decade of revolutionary developments in Syria, and more than four decades of efforts and struggle of the Kurdish Liberation Movement, a promise of an historic announcement is now brought to the table by Abdullah Ocalan, imprisoned leader of PKK. In less than a weak it will be 26 years since hee was imprisoned in the prison of Imrali, and this 15th of February is the date that this historic announcement is expected.

At the same time, many anarchist from all around the world are also coming together in solidarity with the Syrian revolution, organizing events in memory of Omar Aziz. On the 16th of February will be 12 years since he died in the brutal prisons of Assad regime, a regime that after more than 50 years finally collapsed. We will remember him and commemorate his legacy as a revolutionary example, building bridges of solidarity over all Syria and all around the world. Now more than ever revolutionary forces must stand together to face the darkening times ahead of us. We remember our sehids, as well as all revolutionaries that gave their lives fighting for a better world.

# ON THE NEW SYRIAN GOVERNMENT'S VICTORY CONGRESS

The Military Operations Administration in Syria announced some dramatic shifts in the country’s governance as results of the so called 'Victory Congress'. This congress was organized with a high degree of secrecy and was held among military leaders of different factions, including SNA. SDF or DAANES delegates were no invited.

__Announcements of the "congress"

- Ahmed al-Sharaa is now the official president of Syria’s transitional phase.
the 2012 Syrian constitution is abolished.
- A temporary legislative council will be established to govern the country until a new constitution is drafted and implemented.
- All military and security institutions previously loyal to the old regime are officially disbanded
- All armed factions and political-revolutionary bodies will be dissolved and integrated into state institutions
- The Ba’ath Party, which had ruled Syria for decades, is officially dissolved

__Key priorities for the transitional phase

1- Establishing a functioning authority to fill the political vacuum.
2- Ensuring civil peace and preventing further internal conflicts.
3- Building state institutions that can serve the Syrian people.
4- Developing a strong economic foundation to drive recovery.
5- Restoring Syria’s international and regional standing.

__Major challenges for the new administration

- Security threats from remaining militant factions and external actors.
- Economic hardship, exacerbated by years of war and sanctions.
- Political divisions within Syrian opposition groups and international stakeholders.

In short, the Military Operations Administration’s decision to dismantle Syria’s previous political and security structures represents the most radical restructuring of the country in decades. The move is expected to face both domestic and international scrutiny, especially as foreign powers —including Russia, Iran, and Turkey— have vested interests in Syria’s political and military landscape.

# SOME REACTIONS TO THE "VICTORY CONGRESS"

__Declaration of the DAANES

"As the DAANES, we emphasize that these decisions should have been taken at a 'National Congress' with the participation of everyone.
In particular, we do not accept the presence of some terrorists who have the blood of the Syrian people on their hands. Ehmed Ihsan Fayad al-Hayis, who brutally murdered Hevrin Xelef, Secretary General of the Future Syria Party and Mohammad al-Jasim, the head of the Abu Amsha group, complicit in many crimes committed in Afrin, were present at this meeting.
We emphasize once again that this meeting is not legitimate and does not represent the Syrian people.
Any decision to be taken in Syria without a National Congress including all political circles will be incomplete. The most appropriate solution to end the instability in Syria is a national congress. The exclusion or suspension of any party in Syria from the congress will be no different from the practices of the former regime. On this basis, we once again call on the government in Damascus to refrain from such mistakes. Everyone must take part in the making of the new constitution in Syria.
As the DAANES, we once again call for the unity of Syria as part of our national liberation perspective. We emphasize once again that everyone in Syria must have their say about the future of Syria.”

__Reaction of a Syrian journalist, Hussam Hammoud, who covered the Syrian war for BBC, Guardian, al-Monitor and many other media, posted on social networks

What happened yesterday at the so-called “Victory Conference” and the appointment of Sharaa as transitional president was disappointing on multiple levels:

1- A military council, not a revolutionary civilian body, approved it, resembling a coup rather than the revolution of a free nation.

2- Decisions were issued by an unknown legislative authority; there’s no clarity on who approved the dissolution of political institutions or the suspension of the constitution.

3- Civil and political voices were entirely absent, with decision-making confined to military actors.

4- A president was appointed while still technically listed on international terrorism sanctions.

5- “Victory” was declared without securing control over key areas like northeastern and southern Syria.

6- The entire discourse was military-focused, failing to address the Syrian people who sacrificed everything for freedom.

7- Calls for a “national dialogue conference” were actually nothing, what happened lacked civilian representation, reflecting a military-centered vision.

8- Revolutionary political and civil blocs were dissolved by decree and absorbed into the new state, illegally.

9- Military factions remain uncontrolled, a key reason why the conference lacked live coverage, with only select excerpts published to avoid backlash from dissenting military leaders that HTS couldn’t fully gain their trust.

10- The new president’s speeches are aimed at Western media only, not the Syrian people, with no direct address to those on the ground.

11- There was no official Syrian channel for such a critical announcement, Syrians found out about their “new president” through a Telegram message.
The conference was an all-male gathering, mostly Arab and Sunni. Syria is far more diverse than that.

# OTHER RELEVANT NEWS OF THE WEEK

- Turkish drones and war planes continued their attacks. Besides military targets, ivilians were targeted and killed in Tishreen, Kobane, Sirin and Zirgan.

- Delegations of high military officers and intelligence leaders from the Turkish state visited Damascus this week.

- Turkey declared that SNA accepts the conditions of HTS to get integrated in the new Syrian army.

- Southern military room (Daraa) and Druze armed groups (Sweyda) also accepted an agreement to get integrated in the new Syrian army.

- SDF's conditions to join the new Syrian army were not met, therefore rejected the request to joint under the conditions that HTS proposed, calling to continue negotiations. SDF is now the only force who did not reach an agreement.

- HTS forces deployed on Manbij to assess the security situation.

- Important HTS security operation in Syria-Lebanon border seized several weapon, cracking down on Hezbollah arms smuggling routs.

- HTS continued its operations against regime officials, arresting important figures like Atef Najib, cousin of the former regime president Bashar al-Assad, and former head of the Political Security Branch in Daraa.

- Several insurgent attacks against HTS in different areas has been claimed by the "popular resistance of Syria".

- EU announced that economical sanctions on sectors of finance, energy and transports will be lifted for one year if the interim government ensures an "inclusive political transition".

- Russian delegation visited Damascus, but allegedly they couldn't reach an agreement with the transitional government and agreed to continue negotiations.

I Am a Political Prisoner, Not a Hero

Editor’s note: Palestine Action activist Francesca Nadin, 39, has been imprisoned on remand awaiting trial since 29 June.

She was arrested and charged with “conspiracy to commit criminal damage” against two Leeds banks, Barclays and JP Morgan. Both banks invest in Israel’s biggest weapons producer, Elbit Systems.

This is Francesca’s second letter from inside a British jail, exclusively published by The Electronic Intifada.

In the Western world, we are in the midst of a linguistic battle which affects all of us and our freedom of speech. To control how we speak is to wield power. That is why it is so important to carefully consider how we define ourselves.

I define myself as a political prisoner, a contentious term for which there is no standard legal definition – least of all in the UK, for the obvious reason that it is not in the government’s interest to make one.

There are currently 21 Palestine Action activists jailed in Britain. We are all political prisoners, not only because our actions are politically motivated, but also because we are victims of state repression.

Our incarceration is the result of the political motives of the authorities and is clearly disproportionate. Many Palestine Action trials that have already taken place were politically biased, with legitimate legal defenses of our motivations denied to us in court.

To define myself as a political prisoner is a direct challenge to the state’s narrative of us as dangerous criminals, thus defying the legitimacy of their repression. At the same time, this definition legitimizes our cause and method of direct action.

Orchestrated campaign

We take action to prevent war crimes in Palestine and to uphold international law, something the British government is unwilling to do.

They cannot tolerate the fact that we lay bare their lies and hypocrisy, so they persecute us and in the act once again violate international law – this time against their own citizens. We are denied the right to a fair trial, freedom of expression, freedom from police harassment and unfair imprisonment.

They manipulate the machinery of justice, smearing and intimidating us by using every tool they have available.

Most worrying of all is the use of anti-terror legislation, which gives them carte blanche to disregard all the legal rights usually afforded to prisoners.

The idea that we are terrorists is laughable. We have never before seen such a flagrant misuse of these laws against protesters.

This is an orchestrated campaign spearheaded by John Woodcock – the disgraced former Labour MP also now known as “Lord Walney.” Woodcock is the government’s supposedly independent advisor on political violence and disruption.

Earlier this year, he published a report recommending that Palestine Action be categorized as a proscribed organization – in other words banned. Since then, the number of Palestine Action prisoners has increased dramatically.

Yet despite his job title, Woodcock is not independent. He is on the payroll of various lobbying groups that represent arms manufacturers, making a farce of any pretense of impartiality. He protects his clients’ interests by repressing us, all the while lining his own pockets.

Here from my prison cell, I have a unique perspective. I am able to see and feel all the cogs of the war machine turning in unison – from the banks that invest in it, the arms companies that profit from it, the government that sanctions it, to the police, prisons and courts that pursue those who oppose it.

For this reason, I also see how essential an international perspective is, both to understand how we have arrived at this critical juncture, and how we can resist.

Western colonialism and capitalism gave rise to the military industrial complex that dominates not just the Middle East, but the entire world. We continue to see the results of British interference in Palestine which, since the British Mandate and the Balfour Declaration, has sown division, death and destruction on its soil.

The UK is not merely complicit – it is instrumental in instigating and perpetuating this genocide, despite what it says to the contrary.

Human rights are a bitter joke to the British government where, ironically, a human rights lawyer sits as prime minister. They disregard international law both here and anywhere else where the people stand in the way of their dominance.

Cracks in the wall

However, it is true that our rights will never be trampled upon in the same way that they are in Palestine – as a British citizen, I am hugely privileged, even in prison. I am protected and given the spoils of colonialism to live off, and I am not in danger of losing my life here.

We must continue to recognize our privilege and take action, with internationalism as our guiding principle.

It is the only response that makes sense in the face of a global system of repression that murders children in Palestine and imprisons us here. We fight to awaken our society’s humanity and to keep our own alive, standing in solidarity to say: not in our name.

As imprisoned Egyptian human rights activist Alaa Abd El-Fattah said, what we can do to help is to fix our own democracy. After all, a loss of rights in a colonialist country is used as an excuse for even worse violations in colonized countries.

We can see this playing out before our very eyes. And it may well be that our struggle means more to us than it does to the Palestinians, but that makes it no less valid. In the end, all that is asked of us is to fight for what is right.

We are the crack in the wall of the system, and we will continue to hammer away with whatever tools we have to hand. Slowly but surely, that crack gets a little wider, and we see the possibility of the wall collapsing.

To be a political prisoner is both a blessing and a curse. In prison, I am forced into inaction, and it takes all my strength just to resist the apathy that prison envelops me in.

I am not a hero as some people tell me; if anything, my imprisonment is a symbol. It represents the state of our democracy, but also the strength of our movement, and the depth of our humanity.
