As long as the food distribution system is like this:
1. Food distributor/processor pays the farmer a penny.
2. Distributor marks the price up to a dime, sells it to grocery distributor.
3. Grocery distributor marks it up to 25 cents, sells it to grocery store chain.
4. Grocery story chain marks it up to $1 and sells it to their customer.
No amount of law or government policy that leaves the chain untouched will enable farmers to survive.
