During the economic slump of the 1930s, Toulouse's socialist city council embarked on a series of large civic projects. A key element of its public education initiative was a new library, built by city architect Jean Montariol and completed in 1935. The vast reading room is decorated with frescoes by Marc Saint-Saens.
